Well in france they get their pay from the government because of how well they do so that is their encouragement.

Healthcare should be given to everyone, because we have resources to spare, new technology, and they have enough hospitals to help all of us, but they keep it to the rich and decide who can get the treatment they need to live by their stature in society or if they don't have the money to pay for it.
